Our model of a schools cluster – 11 in total, 8 of which are non-fee paying – in a defined geographical area, the support of local and provincial government and the mobilisation of local service providers to ensure the progressive implementation of a locally consulted, designed and supported education plan from early childhood development to youth and young adult preparation for the world of work, is one unique to South Africa.
It is called the Bitou Integrated Education and Development Plan (BIEDP).We enjoy the mandate to facilitate such an integrated education development plan from our municipality, our education department and local service providers and NPOs. We are in the process of building a relationship with the Department of Social Development with a view to obtaining their mandate as well.
The BIEDP identifies the four imperativeskey to its success as:
• Integrating all local education sectors and services from ECD to young adult education
• Addressing barriers to quality education for all learners including those with special needs
• Establishing a learner support system at every learning site
• Linking education to the world of work and opportunity

On June 22 this year we signed an Expression of Common Purpose (ECP) with the WCED’s District Circuit 4 Management Team; such an initiative between an NGO and the education department has notbefore been undertaken in South Africa.
